Revert "Build website twice to account for out-of-sync translations"

This causes build errors (file overwrite check).

You’ll have to deal with the translations somehow else, perhaps periodically regenerating things (make po AFAICT, but maybe a Pelican update first?) and committing that (but merge all outstanding MRs first, some patch .po files).

This reverts commit 5dd0577d.

Building the website twice is correct. Not doing so simply hides the real issue (which is that translators forgot to replace the language tag in their translations).
